Position Description: Proposal Manager
The Proposal Manager will have responsibility to manage all phases of the proposal development process in response to U.S. government and commercial requests for proposals (RFP). The Proposal Manager will assist in the identification of proposal opportunities; manage all aspects of proposal preparation, revision and submission; and coordinate inputs from technical, contracts, and finance departments; and coordinate internal reviews with upper management. The Proposal Manager provides proposal leadership, writing support, and overall direction. The qualifying applicant must have a demonstrated, proven track record of being able to lead and coordinate proposal development with both internal and external proposal team members. The qualified applicant must ensure the overall quality and consistency of proposals.
Responsibilities
- Understand and represent PRI’s mission, vision, and values to all internal and external customers
- Engage clients in appropriate communication that manages client expectations and builds a collaborative relationship with the client’s Agency
- Interact with government and private sector clients, partners, and PRI staff in a professional and accountable manner, and as a representative of PRI management
- Contribute to business development efforts for new sales and marketing to promote the business, including responses to requests for quotes, sources sought, proposals, and/or presentations as request
- Understand the activities of the entire federal government proposal process, from pre-RFP through customer debriefs.
- Analyze Request for Proposals (RFPs), produce a high level summary and quickly provide a snapshot on the proposal requirements
- Develop and follow a comprehensive proposal management plan that at a minimum includes win strategies, customer requirement analysis, compliance matrix, competitor assessments, themes/discriminators, risk issues, price-to-win analysis and resource requirements
- Lead proposal development meetings (kick-off, Daily Stand-ups), assign proposal responsibilities and milestones to include the storyboard and writing plans, produce a proposal calendar, conduct research and gather information from multiple sources
- Manage the proposal reviews (Blue, Green, Pink, Red) to include the Executive Review (Gold), perform proposal lesson learned and win/loss reviews
- Provide proposal support and serves as the lead interface with teaming partners and external suppliers and responsible for integrating work materials
- Review and edit materials for compliance, messaging, completeness, and work closely with the senior technical writer on grammar and formatting
- Work with sales and technical/operational resources to develop an overall proposal plan, balancing corporate risks and financial/sales goals
- Adhere to all approved business development processes and procedures, including the use of recommended tools, document archiving and enablers in the execution of the proposal process
Requirements:
- Bachelor's degree in Business Administration, Finance, Accounting, or related field
- Must have a working knowledge of government contract types, GSA and FAR
- Minimum of four years of experience in similar position in healthcare, preferably specializing in government contracts
- Certified proposal training is preferred
- Ability to work in a small, fast paced, organization that provides strategic communications involving information operations, media and creative services
- Excellent writing, communication and presentation skills
- Proficient in MS Office, Visio, Excel
- Experience using PowerPoint, Access, and Project software packages is preferred
- The ability to manage multiple contracts of varying types and size through the contract administration process.
- Exceptional technical writing skill
- Excellent understanding of government contract laws and regulations is preferred
- Experience with GSA MAS vehicles is preferred.

- Demonstrated ability to make informed decisions, manage workloads, and meet deadlines independently.
- Demonstrated strong verbal communication skills and demonstrated ability to work with all levels of people across functional organizations within the company, the government, and other companies
- A track record of successfully managing high-visibility and complex Federal proposals
- The ability to assist in the development of win strategies
- Expert at delivering high-quality management and technical proposal volumes
- Ability to work with executive leadership throughout the proposal process
- Must have no conflict of interest (COI) as defined in 1154(b)(1) of the Social Security Act (SSA)
- Ability to obtain and maintain a US Government Security Clearance
